Too many automatic redirects

I fixed the problem by enabling Anonymous Access for the SharePoint 2013 web app in IIS. We had disabled it to troubleshoot a different issue and found that it needs to be enabled for several features to function properly. OPM was one of the features that got broken. Dragging files into a document library is another.

My screenshot is after I did that. SharePoint View works fine. When I switch to Outlook view it complains.
