After manually creating site columns and content type unable see content type in the create new library dialog.
Unable to install the sandbox solution due to permissions so I have followed the instructions to create the site columns and content type manually. The OnePlaceMail Email content type does not show in the dialog for creating new libraries in Sharepoint 2010. Is there a template to upload?

There is no template to be loaded. Can you please confirm you added the content type to the document library in which you are trying to upload to?
(Via SharePoint, - Document LIbrary - Library Settings - Content Type )
