Sharepoint 2013 On Premise Enterprise with incoming Email Promoted Fields
I am researching using OPM Lite, but it looks like a desktop application. I simply need to use OPM Lite to promote the From:, Subject, and Body fields in the email as columns in a Sharepoint incoming email document library. There will not be any user drag-drop or other activity from a desktop, but emails coming in from anonymous users to the web server SMTP service. How does licensing work for that?

You could install the addin in Outlook and create some Outlook rules to automatically move the emails when they are received to specific document libraries.
You would need to set up the libraries as favorites so that they are always available for the rule to process.

If I install Outlook and OnePlaceMail Lite on the web server, would it be possible to have tyhe automation perform the Sharepoint promotion or does a human have to get involved with the email process? -

OnePlaceMail Lite is a desktop add-in, which is a free product for smaller organisations, and provides the ability to promote email attributes to SharePoint columns.
While you can automate OnePlaceMail to work with outlook rules, it does need to be installed on a desktop or client.
