Outlook Data File Error when opening Outlook
We are getting users with the error when they open outlook:
Outlook Data File. The File c:\users\username\AppData\Local\Microsoft\Outlook\SharePoint Lists.pst cannot be found.
The config_update.xml file is:

Thanks for the screenshot.
The only entry we make for a PST is the PST named -OnePlaceMail-
The SharePoint list can be created when a user connects a list to Outlook, via the library in SharePoint. However, if you would like to remove this error, you can select 'Remove' in the Data File dialogue box (as per your image above).

So you think perhaps the SharePoint Lists.pst is unrelated to OnePlaceMail? I thought perhaps it was related to the Licensing location which points to their local intranet/sharepoint

Are you able to add a screenshot?
This may be an Outook issue.
Can you please browse to File, Account Settings, Account Settings, Data Files and remove the SharePoint Lists.pst that might be listed here.
